The newly proposed set of regulations in the Unified Agenda for DHS would affect all manner of noncitizens, including asylum seekers, H-1B and L-1 visa holders, EB-5 investors, international students, employers of immigrants, and others. The rule changes vary, but to boil them down to the main point: the rules aim to further limit the amount of visa holders and other noncitizens in the U.S. Most of these rules are not yet published, but can be viewed in the Agency Rule List for DHS.
